Arnold Schwarzenegger should be Minister of Propaganda. He can be the Baghdad Bob of the Budget. Instead of – “There are no American tanks in Baghdad” – it will be “there is no budget deficit in CA” and “we are done with gimmicks.”
It is not who Gov-elect Brown should appoint to what, although there are some funny ideas. It is what he should do to deal with an entrenched bureaucracy. So here goes: One of his first acts should be to declare a fiscal emergency and suspend civil service rules. Then every manager in state service should be asked to terminate at least 10 percent  (or more if they wish) of their staff without regard to seniority or other civil service rules. The unions, of course would have to deal with it for a change.
For Director of Finance he should appoint someone who would like to spend their declining years — which will begin immediately after leaving the position — in a 24-hour care facility.
Since everything old is new again…Chief of Staff — Gray Davis; Chief Justice — Rose Bird; CalTrans — Adriana Gianturco; Finance — Linda Ronstadt.
Susan  Kennedy head of the Department of Corrections… Robert Hertzberg Business Secretary… Sheila Kuehl head of ARB…  Jake Henshaw as the governor’s newly created public ombudsman…
